Perched at about 600m elevation on Busay Hill, Tops Lookout offers sweeping panoramas of Cebu City, Mactan Island, and as far as Bohol on clear days. The city glows golden at sunset and sparkles like a jewel after dark, making it a favorite romantic spot. The drive up itself has lovely views. Admission about PHP 100. About 30 minutes by taxi from downtown.
